i dont know, I mean i love lana. But a 14-15 Track Album usually means there are 3-4 fillers. Especially when you consider she's only spent 1 year on it. 

i"d rather wait 5 years for  a 9 track Album than 1 year for 15 Songs 

So what?

You can discard those 3-4 "fillers". Which is subjective. There will be hundreds if not thousands of people who adore the songs that you consider fillers. And what's more, your very favorite songs would be considered fillers by some others. Like I don't like her song Guns and Roses from her last record at all but I know people who totally adore that song. This is why it's good to release more material.
