She plays full new albums plus older hits... but there are too many singles to play.Thats why i think she should do a Vegas Residency for her hits between tours.Think of it like this:2015, c2c tour ends, Gaga puts out new album & schedules a few shows for promo. The rest of her schedule is full of promo appearances and new song performances.So at the same time, she performs twice per week in Vegas, a show called "Back to the monster ball" in which she performs her tracks up to and including born this way (song). Contractually she cannot perform any of these tracks elsewhere during her stint in Vegas.This would allow her to plan a tour by using vegas as a rehearsal and prevents the tour becoming full of old singles.Once the world tour begins, vegas ends and Gaga forgets oldies for the tour.Thoughts? IMO that's what makes things exciting. If you look at Kylie, Britney, Madonna etc, aside from a few major hits you can't really predict what oldies will make the cut.
