The Prismatic World Tour was completely amazing. Amazing production value, amazing props, amazing stage, visuals, costumes, set list, lightning, everything. So Katy truly deserves this one.

If they go by numbers only, then One Direction because they snatched and slayed everyone

Well yeah the success is above quality, it's Billboard so aren't their awards based on numbers rather than opinion?  That considered, I don't think she'd win based on success nor quality  artRave was fun but there were bigger and better tours so I think they'll be winning over it
