Yes. Unless the album is surely scheduled to be released within the year (or a span of 12 months) at the very most, there's no point of announcing its title this early, except if one's aim is to make the album title sound old already by the time the actual album would be released. The longer the gap between the announcement of an album title and its release, the less opportunity it'd have to effectively hype the album shortly before its release. 

Also, as for the EP vs. album discussion, an extended play IS an album. EP sales are counted as album sales. So TFM, which was both released as a re-issue of her debut album and a standalone EP, is an album at the end of the day. Refuting it as not is useless. Remix sets, compilation sets are albums too. All the sales of a set/collection of recorded material, particularly if it involves a handful of different songs, will be compiled as album sales. 

I believe the better way to differentiate these albums is by categorising which ones are major releases and the ones which are minor releases. TFM was a major release. It's Gaga's 2nd major release after her debut. BTW, ARTPOP, and C2C were her 3rd, 4th, and 5th major releases respectively, and the next album will be her 6th major overall release and 5th major solo release, if it's an album of her as a solo artist.

I don't want her to announce the name of the album months before it's release. Fans get too hyped and start to think that the new material will be the "album of the decade" and something like that.
