If Gaga doesn't plan to release songs from ACT II, why doesn't she leak them?

Seriously. It kind of bothers me. I've been here for years, waiting for songs like Onion Girl and Partynauseous to leak, and yet she doesn't even talk about them anymore. Just leak them, what's the matter? She was able to leak one song from ARTPOP because she was probably pissed with Interscope, why can't she just leak unreleased songs that probably will never be used again? She knows we need them!  It still hurts that we heard Partynauseous on every artRAVE and we don't have the official studio version in HQ to burst out loud in the comfort of our homes/gay clubs.

I think she won't leak them now because wants the focus to be on new music and not on past messes.  Maybe we will get them later though.

​she leaked Aura before the first single was out because she wanted it as the lead but Troy wanted Applause to profit on her broken hip & tour cancellation stuff (i'm sure the lead in 2012 was chosen as Sex Dreams then changed to Applause after her injury)

​Well, she was very excited that time to share with us her new songs. But now she learned her lesson and she won't make the same mistake again.

Probably because her label would be pissed. They spent money on the recording of these songs, they would be holding on to it for a number of reasons:

They don't know if it will be possible for her to release these songs later
They don't know if another artist will hear these songs and want to release them (with Gaga's permission)
They don't want these songs to be released, not properly promoted and have her image tarnished
They want to cash in later if they want to create a posthumous album
They don't want to give special treatment to her and have other artists just leak songs because that would hurt them.

It would be mostly legal reasons I think, but also Gaga might not want to spend time polishing up these songs for release while not wanting to leak songs that are not up to her usual standard.

Two possibilities : Troy was the manager in charge when she did those songs and she can't release it. Or the songs are not good enough to be revealed...
