I think you're right that there's a difference between target audience and the reality of her audience. I believe Interscope targets 12-18, thinking that teenagers will buy all the CDs, merch and tour tickets, but in reality when I went to the BTW Ball, I saw very few people under 18. 

I love judas SO MUCH but I canʹt look like a copycat of JLO!!!!

technically speaking its usually categorized as 18-25. which i feel fits gaga very well. granted a lot of young and older adults have terribly tacky taste in music so thats not really saying much.

She certainly has a demographic, her music isn't for everyone. It's obviously her target group are late teens and young adults, both male and female, and maybe older gay men.

Right now... It looks like Gaga is doing what 'she' wants ... demographics will fall in place regardless.

Her pop music is targeted to the younger listeners , and most likely guided by her promoters who want to sell her music. 

Since she is the 'Artist' and not a marketer, per say.

When she started out, she was targeting the 20+ crowd with her indy-pop-gam image and persona, but then with BTW it became about the kids and even her personality lacked a bit on stage. She destroyed the 'fierce' and became more of a spokesperson for bullied school kids... which hurt her, because.. well... kids don't spend money like grown ups will.
