Melech 9,900 Posted April 18, 2015 Share Posted April 18, 2015 "BERLIN—Germany said it would help train journalists from Baltic countries and provide Russian-language content to television networks there, in one of the most concrete responses yet to what Western officials call Moscow’s propaganda assault in Eastern Europe.On a tour of the region—Lithuania, Estonia and Latvia—on Thursday and Friday, German Foreign Minister Frank-Walter Steinmeier said Berlin would bring Baltic journalists to train and study in Germany and advise Baltic governments on news media regulation.It also will offer content produced in Germany aimed at Russian speakers in the three former Soviet republics, who at present often get their news from Russian state television—more than a decade after joining the European Union.The EU and the North Atlantic Treaty Organization are considering their own strategies to counter the Russian media’s depiction of the Ukraine crisis and Moscow’s showdown with the West. Western officials are particularly concerned about the Baltic states, where they fear Russian efforts to spread anti-Western attitudes among Russian-speaking minorities.“With regard to this massive, expanded propaganda by Russia, in this case there are very concrete things that will be implemented,” Latvian Foreign Minister Edgars Rinkevics said after meeting with Mr. Steinmeier in Riga. “I think it will be the first real support for the measures we are taking for implementing strategic communications.”Moscow had no immediate comment on the German plan. Russian officials describe Western news outlets such as the BBC and CNN as propaganda platforms, and allege Western governments spend more on propaganda than Russia does. German officials say they are seeking to spread Western journalistic values in former Communist countries.“We cannot answer propaganda with counter-propaganda in democratic countries,” Mr. Steinmeier said in Tallinn. “Our strength in democratic countries is to answer with free and independent journalism.”Germany has also urged Baltic and Eastern European governments in the past not to discriminate against Russian minorities, to avoid making them more receptive to Moscow’s message.Deutsche Welle, Germany’s publicly funded news outlet aimed at foreign audiences, has already ramped up its online offerings in Ukrainian and Russian. After the Ukraine crisis erupted last year, the German government increased its annual budget by nearly $4 million to allow it to boost its Russian- and Ukrainian-language staffing.The outlet’s Russian-language newsroom now operates around the clock, a spokesman said, and Deutsche Welle opened a Kiev bureau in January.Under the plans disclosed Thursday and Friday, Deutsche Welle would provide Russian-language news and entertainment programming to public broadcasters in the Baltics. Deutsche Welle chief Peter Limbourg will travel to the Baltics in the next few weeks to sign memorandums of understanding with television executives there, German officials said.Governments in the Baltics have been considering setting up a Russian-language channel, either by themselves or with other EU countries. Estonia and Latvia agreed in March to work together on matters such as training, program exchanges and marketing related to such a channel.The EU and NATO, meanwhile, are wrestling with how aggressively to counter Russian information campaigns. One question: where are you from? one of the former satellite states of the Soviet Union is all you need to know. so I should condemn Russian politics as well, right? right. but there's more to history. our government censors Russian "propaganda" as well, only there's no Russians here, whereas in your country, there's plenty. it's only nationalism that makes your people pro-West, you've been played with for too long and there is no German threat to your sovereignty, but you should check history 'cause those same folks put you where you're at today, not leaving a trace of your once prosperous commonwealth only to further empower their empires, which is what's currently happening, again, only it's the "European way" that charms you into it all. not saying Russia is good for your country, just that in politics, there's never a fundament of a genuine bilateral interest. only hopes for such. no one will suck out your country's venom and spit it triumphantly. definitely not the EU, uh, I mean Germany. only your people can, if they're smart... like the Germans are.
