Backstreet Boys was only nominated in 1999 for Grammy Best New Artist category when they are already famous worldwide since 1996-1997. It is normal thing in the biz, meanwhile the show are aired worldwide, the nominees and winners are still reflecting from the local music scenes. Grammy nods are a bit different though, I think contention for that just means that prior to that year you haven't garnered any other award nominations within the Grammy system at all.
