Eau De Toilette loosely translates as toilet water

Eau De Parfum translates a perfume water

Eau De Parfum is more expensive because it costs a lot more to make, because it is mostly actual perfume.

Eau De Toilette is less expensive because they use bulking agents such as water or alcohol to bulk out the mixture and make it cheaper, still smells nice tho (usually) but doesn't last as long.
