Well they did say it's 'the closest thing' and to be honest in my opinion it is, although it's still pretty far from it.

You are aware that Thriller is an album, yes? The best-selling album of all time? No, not every artist has their best selling album of all time, sadly. 

 

Everyone has the best selling album of their career.

Born This Way was Gaga's Thriller. Did it sell as much? No. But it had a huge cultural impact for it's time.
