That's the problem - this was not a hospital that was in any way prepared for Ebola. There are only about 4 hospitals in the country that are - 4. There are 5,723 hospitals in the US. They didn't have the equipment or training to handle this in any shape or form. It's like if I asked you to go snowboarding but only use a 2x4 plank of wood - it's not going to be an easy ride. People can only get infected if or when they are making contact with fluids (i.e: blood, sperm) and not when they're coughing. People can only get infected if or when they are making contact with fluids (i.e: blood, sperm) and not when they're coughing. Sperm aren't fluid. They're alive.
