Also, Rihanna hasn't released anything for over a year now, I think they're saving a spot for her in the next few years if not next year already! (source) Which make the whole thing not as prestigious any more. Also, to answer the question; Rihanna for a while now she has been veering into risque territory which the show likes to avoid. Besides, RIhanna recently tweeted an F word to CBS for pulling her song, Run This Town. They either make money from touring or album sales or huge single sales. Katy doesn't really have any of that other than the odd one every now any then.
