No. Trust me, as a native Russian language speaker, the words have been take out of the context a little bit. Firstly, those are the allegations made by reporters who claim that they know what the meeting with Jose Manuel Barroso was about. That was, however, the meeting behind closed doors. Secondly, when Barosso expressed concern over the alleged increasing concentration of Russian troops around Ukrainian border which looked like a build-up to the attack, Putin answered: "I don't need to increase any forces concentration there. If I ordered, our troops will be in Kiev in two weeks". So it was more of his point that he did not need any extra troops to support his military actions if any were planned. There is nothing to worry about. He is not the kind of politician who believes that a war involving nuclear weapons can have a winner. Besides, that nuclear test which the article has mentioned was not a test of the nuclear weapon. It was a test of a rocket which could potentially carry the nuclear weapon. I think he's testing the limits right now, how far he can go, how will NATO react, and if he wouldn't see any rection he will take another step, it's like he tries to erace the line between what is acceptable and what is not acording to NATO, so they wouldn't be sure anymore is this an attack on a country or what...
