Converting to units more typically used to express this, that's 3.2 * 1024 * 8 = 26214.4 megabits per 33 * 60 + 9 = 1989 seconds, or about 13.18 Mbps. (This doesn't distinguish between the video and audio contributions to the bitrate, but typically the audio is only in the 192-384 Kbps range.
