No. People just don't like her. Most of their reasons are totally unjustified. ARTPOP was a great pop album. Arguably, one of the best of its year. People just wanted to beat her down, I think.

ARTPOP for example was not on the same level of born this way or the fame monster, not even the fame

 

the quality of her music and performances and looks were low and unimpressive during the ARTPOP era, sadly

Yes. For whatever reason, ARTPOP didn't appeal to a lot of people. If the new album is appealing to people and has strong imagery, performances, videos, and management, then it'll be just as successful as her efforts pre-ARTPOP. I think a C2C performance on a show with a big audience like the Grammys would help to garner interest in her again too, and I'm expecting that to happen.

But Born This Way was so much more successful than ARTPOP. People want and expect her to make alternative pop music that's forward-thinking and innovative. I love ARTPOP, and it's my favorite album, but none of it was really "new-sounding" except maybe a few songs that never even got single treatment. The album had a lot of different genre influences, and it was experimental for her, but it wasn't a new or different sound like she created with Born This Way. She needs to do something different and alternative to the current pop sound in order for her to be successful. That's what people want from Gaga because they know that no one else is going to bring that freshness the same way she does.

That's saying all of her music was basic before. Gaga has never been basic and her music was appreciated by all kinds of people. That was the complaint this time, her music was weaker overall as far as the whole album and many weren't interested.

I personally think ARTPOP (JUST the music) is her best album to date. 

 

It's all about promotion and execution. That's what made the ARTPOP era underperform, not the music itself. The quality of the music (sadly) is almost irrelevant. If it's generic enough to be #1, it'll be successful. Actually, I think the more Gaga-fied her music is, the less successful it will be.
