Competitivity is more like how smart it is to have your business in Greece, to invest in Greek companies, etc. Having no minimum income (or a very low one) and having very low taxes (something impossible for Greece atm) makes your country a more competitive economy. They dont have the time to look at every little land Greece may merely be the least competitive of the more major Countries I know Forbes Ranks my Country Canada the most Competitive in the world... But they made a list of only 50 Countries That Forbes ranking looks more accurate, but 144 countries is too much. COMPETITIVE =/= BIG Greece is the lowest because we pay like 30% taxes of income which goes up to 50% for big incomes..
