It isn't a list based on what they think are the most iconic in ranking. They basically just compiled the most iconic moments of the VMAs from its debut in 1984 up to the last year. It's the reason why Madonna (1984) is placed at #1, while Miley Cyrus (2013) is placed at the last part.

Many people not into pop or don't even watch the VMAs know about the meat dress because it received HUGE coverage worldwide. 

 

Nobody really cared (or still cares) about Madonna/Britney's kiss except the stans.
