She has a stylist who is lent clothes from high end designers so that Gaga would wear them and create buzz for the brand. That would truly be more of a "creative rebellion" or w/e she's always saying. Cause right now she's honestly just a part of the system, and staying within mainstream confines. Let's be real, no record label wants to spend for a roster that is not giving profits. This is why sales matters, that is why fans must buy releases from their artists than mediafire it. Spectacle might suffer but Gaga doesn't pay for her fashion anyway and even much smaller mid tier artists than Gaga have money for great videos. People overvalue this aspect of being on top.
