Because imo it really deserves to be on ARTPOP ... Yes, she was choosing another song as final song added for ARTPOP, before it was released over this one. The album itself was still in the mix until very last minute. SO I am not sure what's so "not ready yet" about it tbh. Maybe she hesitates cos it was about Luc?
