The answer is clear: people had preconceived thoughts of ARTPOP being a flop and that's why SALES has suddenly become SHIPMENTS or SOLD TO RETAILERS. IFPI tracks everything in the music industry, they want hard solid facts, most likely to show how the state of the industry and how healthy it is.
