Madonna spent over a year being pretty damn vile towards Gaga at every opportunity she had. Gaga made one comment which may or may not be related to something Miley posted.  Even if it's the case, is what she's saying bad? She's not saying "oh my god I can't believe Miley copied me what a reductive hoe", she's just acknowledging her impact, which she knows she has. If anything, she's probably happy about it. She's only been around since 2008 but has had more impact in that short time than lots of people have in their whole careers. That's nothing to shade about, its an achievement.  Was it timed and worded in the best way possible? No. In the grand scheme of thing, is it a big deal?
