The "APZ" is a "meet n greet" and those people are sitting in the seats (I checked the description on ticketmaster.ie before buying my ticket coz I was trying to work out if there would be the catwalks and if I could get a GA or if I should go for LMZ). Don't worry, you will still have A LOT of fun even with no catwalk. It's just different. With no catwalk the show feels more tied together and the dancing is smoother.
