Probably looks small, but It isn't. I'm very sure that is not the biggest one in the area, but maybe Gaga wants to have a sell out show in every stadium in Japan, and Madonna is the only artist who have performed there.

They can't. All the stadium shows can't have catwalks from a simple reason - the lights trusses above them. In the arena they hang those trusses above the stage, connected to the ceiling, with no supportive trusses needed. But in stadiums you can't hang them from the ceiling, obviously cause there is no ceiling. You can have catwalks and lights trusses, but it requires a supportive truss, which is about 10m tall, and it'll hide the entire stage and runways, so it's not worth it.

 

But she still can add a runway like the monster ball had...

I don't think there is, from the maps I saw. Plus there's no ARTPOP Zone - it's called 'Meet and Greet'. That's what I saw on LiveNation and other sites, anyways, I could be wrong; but the catwalks are pretty lengthy for that small floor space :(
