The Billboard cut-off for first 4 weeks is $3.49 I'm pretty sure $9.95 isn't a deep enough discount to disqualify it from Billboard. Wait why wouldn't they? It's sold for 10 dollars not 1 dollar It's not for the price, but because I'm not sure H&M is SoundScan enabled. Maybe things have changed, but in 2007 the Spice Girls released their Greatest Hits album through Victoria's Secret and although they shipped 600,000 copies the album did not appear in the charts because Victoria's Secret was not SoundScan enabled.
