Read section 7.1 in the link below (official chart rules)

http://c0903002.cdn.cloudfiles.rackspacecloud.com/6915-official-uk-charts-album-chart-rules-april-2013.pdf

It basically means that only one single can be released from an album pre-order and appear on the official UK singles chart. Any further singles released from an album pre-order (such as DWUW) will not be eligible to chart. So for DWUW to chart, interscope would have to release the single completely separately from the ARTPOP preorder.

Looking at the other post I quoted above, it seems like all they'd have to do is start all over(if I'm reading things right) from 0 discounting all the pre-order sales.

If certain criteria are adhered to and there is a request put in for them to be counted, they can be...

They'll have made preparations with Venus in the UK, since they "knew" it would be the second single... But they didn't with DWUW, so it's too late.

Frankly my dear, I don't give a damn

If they stick with DWUW as the second single I'm hoping Interscope are run off their feet trying to sort this out and make it eligible in time for the Sunday chart and if that's not possible, at least for the week after so the X Factor promo is effective.

It's a mess and it makes me want to cry. This was a thoughtless decision.

It does seem odd.

I didn't really mind the single changing because I like the song and it was being received well everywhere and it was looking great. I still love the song and ultimately my own enjoyment of it is all that matters to me, but this is a very messy situation and looks sloppy on Interscope's part. Single releases are business oriented, so the fact they've done bad business here is annoying me. I still love the song, but it would be great if the whole music enjoyment and business side ran smoothly together. I don't care what they do, I just want them to resolve it whether that means making the single Venus again, or sorting out DWUW properly.

So it would have done the same thing for Venus as well.

Yes Venus would have also been ineligible to chart... UNLESS Interscope released Venus as a single separately from the pre-order, i.e a stand alone single, just like the lead singles in the born this way era. The problem with this is that fans that have already pre-ordered ARTPOP would have to wait the 3 weeks for the album to come out to get the song, or spend another 99p on buying the single

The Official Charts Company have now explained the issue in this article

http://www.officialcharts.com/chart-news/lorde-and-james-arthur-go-head-to-head-in-battle-for-number-1-on-official-singles-chart-2561/

It say's:

"Lady Gaga’s Do What U Want (featuring R Kelly) will become chart eligible once the related album pre-order promotion ends. Official Chart rules, as agreed in committee with the British music industry, allow one ‘instant grat’ promotion per album, i.e a single track download given away as an album pre-order incentive. Do What U Want is the second track to be delivered to fans who pre-order ARTPOP, the track will become eligible to chart once the current chosen promotional period ends and the full album is released on 11 November."

So don't panic, its only ineligible for now, if interscope is smart it will remove DWUW from the ARTPOP pre-order effective immediately, and release a stand-alone single for DWUW on Sunday, when the next tracking week begins, and the day of the X Factor performance.
