It's mono cause it's from the multitrack (and all lead vocals are originally mono, regardless of the track), before all sorts of compression, EQing and effects are added to the track. The vocals were recorded over a click track as a quick rough base backstage at the Monster Ball for Mutt Lange to build the song around, with the intention that Gaga was to go back and re-record for the final version.
