Has a major star ever put a song on VEVO and not put it on iTunes though? Ik, but she hasn't even tweeted anything about it even hitting VEVO and nobody at all has said anything about iTunes... Besides, this is Lady Gaga's team we're talking about, and making it available on iTunes would be the sensible thing to do from a promotional standpoint... So they probably won't.
