I think Capitol's planning for a hit with tons of longetivity, I think Roar's strength and longevity messed up Katy's plan to have a 2nd single before the album. Unc. simply had to wait for Roar to run it's course a bit more. I don't believe they intended the only releases before the album to be 5 and 3 weeks before, do you? I think Venus will slay everything. By the way, Alejandro is certainly not only Lady Gaga's biggest hit in my country but one of Pop's biggest hits of last 10 or so years. It is played everywhere .
