Because of the blackout GP did not know about ARTPOP at all. Now, most people know about Gaga's return and as it seems is willing to buy her songs. It seems like there was a lot more indecision and back and forth between Gaga and Interscope this time around. There have been so many different accounts of what was "supposed" to be the lead single.
