Katy has had a MUCH bigger lead single, released her cover art and tracklisting, a promo single and has the banner on iTunes. Gaga only has Applause out atm. They don't have the digital support of fans who already bought the album Good thing we're getting the 2nd single before ARTPOP :) But we mustn't forget Just give me a reason. A post-album release from a quiet succesful album ... and it peaked at #1. I think if the 2nd single is good and radio supports it number 1 is not impossible.
