Give the song a few weeks to chart, hopefully get that #1 spot and then release the video, increasing the hype. More talk/hype about new crazy/artistic Gaga that could last all the way to October and then she begins promo for the album. But if you get to listen to a single too much before the video, you imagine a video or imagery for it in your head and once it's not in the actual video, you can feel let down or dislike the video. Music videos can also help people to like a song more once they see it visually as opposed to just hearing it on their computer Yes!!! This has happened to me so much XD Especially with Gaga, her songs are so artful that I start imagining the video the first time I listen.
