Yes, Gaga is now much better known in Indonesia than before because of all the controversy. She could easily play 2 sold out stadiums here grossing ~10 mil. I doubt they'd want to miss out on that. Just look at http://www.google.com/trends/explore#geo=ID&q=lady+gaga&cmpt=q

 

 

And also, I think that she only had to cancel the show because there wasn't enough time. If the government could just prepare, then she'd probably be able to go.

The government basically said they'd use force to get her out.

Sadly no, the risk is too high at this point.  Maybe things will change in the future.

The government didn't want to take the risk that it all actually happened and so they cancelled the concert.

it's not the government, it's the concert promotor who chose to avoid the risk and cancel it. and I think she will, but not for near future nor ARTPOP tour.
