Miley just isn't built for success in the modern market tbh 

She's so anti-performing that there's just no successful mainstream sized market for her. And she seems reluctant to commit to being an actual indie act

Yeah, in spite of the mixed bag that was Ded Petz, I was really excited at the time that she was going for more of a psych adjacent sound and a slightly more underground image overall and, tbh, she’s really failed to capture my interest since that. Very talented singer, just pretty light on the artistic vision + necessary commitment, imo.

Its like how Plastic Hearts was so well recieved and a career renaissance and then she just dropped it and started slagging it off like she does every time.

Reads like she's desperate to hit the heights she used 10+ years ago and is insecure that she isn't able to do so

And I think, like you said, she’s too afraid of alienating people. I remember seeing a vid of her covering “Heaven or Las Vegas” by Cocteau Twins and the whole time she kept breaking and basically being like “does anybody know this song? hahaha”

Atlantic records is Bruno Mars’ record label and they seem to handle well all of his releases. DWAS distribution was mostly them apparently

But Miley, don’t work with Dr. Luke, omg… why would she do that?

I’m not sure I follow the connection; obviously, she might be insecure and for those exact reasons, but why would a well-received album and “career renaissance” factor into that insecurity? 

At the end of the day, not everyone wants the same things out of their career. Performing, promotion, touring, filming, etc. are all exhausting - for people with a passion for writing and/or recording music, it makes perfect sense to just fulfill their contractual obligations and be done. 

But I don’t really know a thing about Miley one way or the other.

Because the numbers don't match the reviews. 
Blocked from #1 on the BB200 (dropped out of the top 100 on the year end), #4 in the UK. 
Midnight Sky missed the Top 10. 
Prisoner peaked at #54. 
Angels Like You was #66 on the Bubbling Under. 

Only 2 MTV nominations for Midnight Sky/Zero awards. 

And as soon as she started the ESV era she was criticising Plastic Hearts - and she's criticised every previous album era since Bangerz when promoting the next album which is always a genre switch. 

I like Miley, but her adult career just seems to be her throwing stuff at the wall and hoping it returns her to her Disney era level success. And when it doesn't she drops it and tries something else, even if it did well enough to maintain a very respectable career level.
