I'll say Gaga mostly because I don't want our "queen" to be that toxic ego having mean girl in a 60 year old woman's body  

Gaga's done plenty to be referred to as THE queer icon and she did so while being a genuinely kind and thoughtful person from day one.

Madonna crawled through the dirt with us and it annoys me how much this is forgotten/ignored by younger gays in stan wars. 
Like Like A Prayer wasn't just her career defining album in the 80s, it was also a massive Safe-Sex infomation campaign with flyers etc included with every copy of the album's first US pressing during the AIDS crisis.

Honestly, I generally like what you post even when I disagree with it. 

But this just ain't it. Like BTW was an important song, but literal lyrics aren't the only or best way to do things. And lets face it, BTW did use slurs as part of that explicit and literal lyricisim. 

Sure Madonna doesn't make literal songs.
But she was using her platform & sharing her platform for/with queer people. She's one of the first "names" to have ever publically said anything about the AIDS Crisis and was a massive advocate for the community - literally used the launch of Like A Prayer to share free safe-sex literature on a national level in a way none of the gay activist groups had been able to do so. On her first international tour at the MSG show she raised $400,000 for amfAR (which is $1.2 million in 2026 valuations). It was one of the first celebrity AIDS benefits. She also personally donated to the French equivalent as part of the tour. 
In the 1990s she regularly bought back page AD space in Billboard to solicit financial donations for AIDS relief orgs and donated Blonde Ambition tour profits to AIDS causes. The Truth or Dare film profits were donated, as well as her using the film to platform her queer dancers. She also used her platform to profit the 1999 AIDS walk in Detroit. 
She has multiple songs from the 80s (and 90s including erotica) explicitly about the AIDS crisis & losing her friends to AIDS. And has repeatedly used her performances to highlight the AIDS crisis to this day. 

Meanwhile, Gaga doesn't even post about Pride Month anymore.

Madonna, and it’s not even close. She literally risked her entire career at a time when LGBTQ people were seen as the plague during the AIDS epidemic.

 

Gaga comes second. Gaga has been outspoken about queer rights since the very beginning of her career, and she purposely sacrificed her GP appeal during the BTW era by making LGBT rights central to her music. She could’ve had a much bigger career had she kept her support more lowkey like during the TF era.

In terms of likability and consistency, I’d maybe say Cher? I feel like people can be very divisive with Madonna and Gaga.
