Meghan debuted with 1/3 of Bebe’s streams. Meghan released her album through Epic (her previous label), Bebe went independent.
 

In her whole debut week Toy With Me did 4.4 Million streams. 
 

Those numbers do not compare.

Bebe signed with independent label and they are funding her rollout - she gets budget, playlisting - New Religion has over 120M, Sad Girl over 50M, One Day over 35M - Meghan didn't have any track with that much playlisting on release week.

Also her music is simply better and connecting with people.

Playlisting is not 100% bought.
