The barrier for entry is insanely high and the union tries to protect members. I worked on a production where the cast was a mix of union performers and non-union (I’mnon-union) and AEA allowed the company to sign a contract where only the union actors were paid hourly and compensated for every performance, whereas the non-union actors were paid $100 flat for dozens of hours of rehearsals and 12 performances.
