Though, I have to question the funding of border patrol 'cause they were the ones that killed Alex Pretti iirc. Could have been Goode. Someone fact check me.

the OBBBA passed last year gave ICE $75 billion they can use whenever so they wont run out of money until like 2030 no matter what. TSA can't use those funds though, it would be against the law that they passed. 

Democrats are using the partial shutdown to force the new ICE budget to include reforms and accountability. But it's annoying because even if Democrats never fund ICE they won't go away. They just won't be able to start any new programs. I believe the $75 billion was to basically build the concentration camps and deportation machine so now that they have to spend that on current operations hopefully things at least don't accelerate.
