President supports Moldova's reunification with Romania

Honestly, EU membership would achieve this in principle with half the drama. 

On a formal basis, it should only happen if that's truly the will of both peoples.

But I imagine there are some oligarchs flooding the public with propoganda so that the people will choose whatever is best for the corporations

Once Moldova becomes an EU member, it will receive a disproportionately large amount of EU subsidies, relatively speaking, because it will be by far the poorest EU country and thus entitled to a particularly high level of subsidies. Furthermore, because it has a very small population, it won't be difficult for Western Europe to pay for these subsidies. If it were part of Romania, the subsidies would be lower because larger countries receive more in absolute terms, but less as a percentage of their population, even with the same level of poverty. In this respect, it's advantageous to be a smaller country, as you receive more subsidies per capita. And on its journey from Bucharest to Moldova, some of the money would be lost to corrupt elites, and even less would reach its intended recipients.

Maia Sandu may not be corrupt, but large parts of Moldova are, and they want the money for themselves. So they have excellent reasons not to re-unify with RO, then they have more money for themselves and don't have to share.  

Romania can thank the EU that Moldova will never become part of Romania, because there will no longer be any major reason for unification. People will be able to travel to Western Europe without a visa, work anywhere in EU, and no longer need Romanian citizenship for it; they will all be able to do this with an EU passport.

Maia Sandu is very clever and, with her statement, is appealing to both the pro-EU and pro-reunification camps without, however, taking any concrete steps toward reunification and only considering it after EU accession after which it won't happen any way - and her re-election is likely. If she wanted, she would have already organized a referendum like the UK did for Scotland, but she doesn't, she is fishing for votes and succesful and Moldova hasn't done it in 36 years anyway  She knows how to play the reunification card strategically in her favor. 

Sandu is a globalist and partly educated in the USA; she will prefer to meet with other leaders in the EU as President of Moldova rather than be an irrelevant subregional or county leader.

As an EU member, Moldova will also gain voting rights and veto power, and then it can make deals with the EU – approval in exchange for money. Because Moldova is so small and content with sums that are enormous for Moldova but small and easily affordable to pay for Western Europe, these will be easy deals. It would be foolish and disadvantageous to forgo this by giving up independence. Romania has proven to be passive and not extortionate. Moldova, with its somewhat partially Russian-influenced & inspired mentality, will know how to make better use of dealing with the EU.  Indirectly, Sandu also hinted she does not believe in reunification and prepares for the EU.
