It was also a critically mixed received album upon its release and was very much on current trends with the production choices, despite it being a departure from her sound up to that point. In fact, I'd make the argument it was following what Nelly Furtado did on Loose. The Fame was actually the shift in sound away from what was being done where there was a shift in radio. Not to mention, it was released at a time where its very unlikely Gaga and RedOne were actively working on it. It was likely either being mastered or vinyls were beginning to be pressed. And it set the style rulebook for it. Kylie's Fever kickstarted it imo, Madonna was influenced by Fever to created Confessions. As much as I love Come Into My World, it was not a great choice either, especially after 2 strong singles. She re-defined pop music, music videos and fashion with this album.
