Just because there's no physical harm done doesn't mean they're not dangerous. He also does many things that make him a public nuisance that include littering and destruction of property which makes life harder for cleaners at the very least. I can't imagine how exasperating it must be for minimum wage workers (the professions that are most often the target of pranks) to deal with his shenanigans.
