The pigeons we see in cities are descendants of domesticated pigeons. I know they are annoying, but humans domesticated them and then later discarded them.

I mean I did walk out of the arena thinking that I'd never see her again unless she evolved so we're not too different there.

plus they’re cute yeah nothing against an animal but the ones that are in big cities like NYC or LA or Paris are hella dirty and gross because they are basically on the ground with urine, feces and puke ewww

Well she's right. They are very peaceful creatures. And it is not their fault they are the way they are. Humans brought them into the cities as carrier pigeons and basically domesticated them to the point they lost their natural survival skills. And then when things changed and they were no longer needed, they were just wrecklessly abandoned and released to fend for themselves with no natural spaces to live. The problem is ALWAYS humans

Is it true all pigeons were domesticated before and that they are the first type of fully domesticated animal to have been completely abandoned / reintroduced into the wild post domestication process?

Their intelligence is certainly underestimated. There's a reason they were used to carry messages and people have kept them as pets. And doves and pigeons are the exact same thing, yet society views doves as more beautiful, clean and suitable to be released at weddings, all because their colouring is different. Bailey Sarian's history of them really blew my mind:
