Mark Carney Presents "Generational Budget" To Transform Canada

There is a lot to Mark Carneys Ambitious budget so ill summarize highlights in bullet points

 

- Deficit of $78B (2.5% of GDP)

- "operational deficit" to be nearly eliminated, and nearly entire deficit will be accounted by investments. In other words services and operating budgets to be nearly in balance with tax revenue, deficits will be for investments that are meant to pay off in long term

- Federal staff to be cut by 15% or 16,000 workers after balooning over 40% in the last 10 years under Trudeau with introduction of AI, efficiencies and eliminating tasks with duplication. However this will be done over 5 years to provide a chance for as many position reductions as possible to take place with workers who retire or quit job for something else rather than firing people whenever possible

- Defence budget to hit 2% of GDP commited to nato for the first time in a long time

- 1% tax cut for lowest income bracket to take effect for first full fiscal year from 15% to 14%

- $115B on infrastructure including roads, bridges, hospitals and ports to increase shipping capacity to help increase trade outside USA

- Faster investment expense tax write off deductions for Corporations to compete with USA business tax structure although base tax rate will remain unchanged at 15%

- Higher direct investment in housing construction and apprenticeship program support to attract more Canadians into the skilled trades and construction which remain in chronic shortage despite solid salaries in the field

 

 

Overall the budget is a bit more right winged than when Trudeau led the Liberals. There is more emphasis on trying to invest in growth, productivity and business friendly tax changes while restraining spending growth on benefits
