id personally would give her 1 mill budget per MV and I would encourage her to make at least 5 music videos with full creative control, no more 4th, 5th singles with super limited budget and basically no promotion 

also I’d give her like 5 million for promo, to innovate and do new types of promo no more eras falling flat after release, and let’s do again some classic Gaga marketing like plastering the subway with the album promo or do another collab like the one with Barney’s

Honestly I cannot think of something better than the MAYHEM era except a full visual album with Telephone continuation (without Mrs Carter cuz she'll never risk being upstaged by Gaga at this point) and a full stadium tour.

Oh and some Spotify and TikTok and Radio payola

I'd drop $5M-10 on a free concert with ALL the stops pulled out in the biggest venue/field available in the USA similar to Copacabana  high potential to become a cultural moment mama

I'd invest in more unique merch with less insane price tags, I'd be more of a subsidizer for the fans
