While I think it's a coincidence, I do see similarities in the way their arms are moving in the photos.

Alanis is just a black and white head shot. It doesn’t have the face behind a broken glass motif, which embodies the fractured/splintered self motif of Gaga’s whole album (and tour).

And most of Mariah and Ariana’s album covers are also black and white portraits of their face. Alanis is more like those not Gaga’s.

I don’t get why people still have any doubt about that? Lol

its clearly a TFM cover inspiration. Listening to Mayhem it’s basically going back to that Gaga from the beginning with a different and improved sound and “herself” directions. 
I don’t think we never had any other reference to TF and TFM as strong on any other of her albums as we have in Mayhem, especially when it comes to the way she plays with her voice and lyricism.

I had some people saying things like “oh, I don’t like Mayhem” and I would immediately ask them “have you ever heard TF and TFM in full?”
