In that case, K-Pop MVs would win every single year. What I'm saying is imo it wouldn't matter whether Gaga's team submitted DWAS or Abracadabra. The outcome would probably be the same (like you said, the winners are usually very random and often dependent on whether the artist is attending the show). Hence, Gaga's team should have submitted the best video from the era and the one with the biggest cultural impact, rather than the video that made more numbers. Or, rather, they could have submitted both music videos (similar scenario to Bad Romance + Telephone in 2010). I'm sure most LMs would prefer to see Abracadabra nominated over DWAS.
