I was reading up some release dates of Lady Gagas songs on Wikipedia, and I found this message: "On November 9, 2011, there was an emergency alert test that activated at 2 p.m. EST. However, DirecTV users didn't hear the 3-tone beep first, and the song was played instead." I looked this up and it's actually real : https://abcnews.go.com/blogs/politics/2011/11/national-emergency-alert-test-total-failure Apparently this was a part of a larger EAS issue during the test; some stations ran the test for way longer than 30 seconds. I think the Lady Gaga based mistake was due to it being a radio station involved with DirectTV?
