I've certainly heard about people getting fired after saying racist stuff online. Reporting it still gets it reported to X so it doesn't matter where you are in the world. But it's not known if enough reports would simply cause the post to be removed but not result in police action. You can report a crime that occurs outside your country, though. Can't say for sure on the details but you just call police in your own country, say you'd like to report a foreign crime and they'll take you through the next steps.
