I think that they might not count for the hot 100 but I am pretty sure they count for RIAA. The RIAA has - or at least used to have - a very long document detailing how their unit sales are calculated. I once read the entire document bc I am insane. I recall a rule explaining that uploads that were not official but properly credited the song and the label in the description counted towards RIAA units. They do NOT count for Billboard. The RIAA criteria are written kind of confusingly; it says UGC doesn’t count, but then says something about officially licensed music/tracking revenue/etc. BM has similar streams to Gaga’s other 4-6X platinum tracks, so I don’t know if UGC factors into it all that much. From 2020 onwards people are using combined ratings from other networks that aired the show simultaneously with MTV. While the low numbers from 2016 til 2019 are MTV only ratings. 2019 combined ratings was actually bigger than 2020. Especially @spotify_numbers, I've been following that account since they had 20 followers, they are always the fastest and never make mistakes, saw them grew from 20 followers to 5K and it's much deserved.
