Honestly, they are the same, but mixtapes are allowed to flop (and kinda have to in order to retain its term). 

Basically, a mixtape is just a euphemism for an album that was probably done with little to no budget, has no real marketing push behind it, and it’s just released for the sake of releasing music without the whole commercial aspect. They are common in hip hop, where an artist could use them to showcase freestyles or more experimental work that isn’t really meant to stick with the general audiences. Also most mixtapes are totally free and sometimes not even mastered completely. Think of them as a random playlist filled with song ideas the artist just wants to share.

Albums on the other hand suffer a much more strict curation and are meant to be successful; so sound, singles, concept, promotion and just overall the whole project is controlled by the label.
