I mean, she is right. I don’t love that Gaga has a makeup brand, it felt like it pulled so much of her focus for many years, and is essentially overpriced drug store makeup (can’t speak for the skincare/revamped Haus Labs) I thought at the very least her makeup would be more theatrical and Gaga.

Miley has used Haus Labs for her videos, she’s not trying to shade Gaga. She obviously uses makeup, she’s just saying it’s not her passion enough to create a business. It’s not shade to anyone just clarifying why she doesn’t have one.
